A. Your firm is invited to submit an offer under seal to Owner for construction of a facility located at:

Before 2:00 pm local standard time on the Twentieth day of December, 2023, for:
B. Project: 22-083 Owings McQuagge Roof Replacement
C. Architect's Project Number: 22-083.
D. Project Description: Complete roof demolition and replacement with a new modified bitumen roofing system.
F. Bidders will be required to provide Bid security in the form of a Bid Bond of a sum no less than 5 percent of the Bid Amount.
G. Refer to other bidding requirements described in Document 00 2113 - Instructions to Bidders.
H. Submit your offer on the Bid Form provided. Bidders may supplement this form as appropriate.
I. Physical bid submittals shall be submitted to The University of Southern Mississippi Physical Plant Division,
located at 3105 West 4th Street, Hattiesburg, MS 39401.
J. If Bids are mailed or hand-delivered, then they must be contained in a sealed envelope marked on the
outside with the project name. They must be on file as received or delivered by the time
stated above to the address of the Owner stated above. Do not deliver Bids to the project
address or the Architect's address. The Owner is NOT responsible for bids which are mailed to
the wrong address, or which arrive in the mail after the designated bid opening time.
K. If anyone prefers to submit their bid electronically, please follow the instructions below using the
following website: https://www.ms.gov/dfa/contract_bid_search/Home/Sell. If you are not
already registered in this system, potential bidders will first need to click on "Supplier
Registration" and follow the steps outlined (a one-time process). Once registered, return to the
original website and click on "Procurement Opportunities" where you can either search by
keyword for the bid you desire to respond to or leave the search box blank and click "Search" for
a listing of all current bids and proposals for the various State of Mississippi offices. If Bids are
electronically submitted, then a title page containing the same information as would occur on the
front of a sealed envelope must be included and must be clearly indicated as such in the file name.
L. Bids in excess of $50,000.00 must be marked on the outside of the envelope with the
contractor's Mississippi certificate of responsibility number as issued by the Mississippi Board of Contractors.
M. Per the Mississippi Law, MS Code 31-3-21(3); any bid submitted by a non-resident contractor
which does not include the non-resident contractor's current state law pertaining to such state's
treatment of non-resident contractors, shall be rejected and not considered for award. If no such
law exists in the non-resident contractor's state, then the non-resident contractor may provide
statement to that effect.
N. Your offer will be required to be submitted under a condition of irrevocability for a period of 60
days after submission.
O. The Owner reserves the right to accept or reject any or all offers.

Purchase of entire printed bid set includes all plans and specifications, including any addendas released at time of order. Planholders will be notified by email when future addendums are issued and it will be the responsibility of each bid set holder to either download the addenda from the website, or contact Jackson Blueprint to place an order for a printed copy of the addenda. Shipping, if required, is added to any order based on method selected. Out-of-State orders will not be charged sales tax. In-state orders will be charged 8.0% sales tax.
Online orders are fulfilled within 1-2 business days. Credit card authorization and verification must be received prior to processing. All sales are final.
ADDENDUM DISTRIBUTION
Existing planholders will be notified by email upon the release of any addendum. Failure to order bid sets through Jackson Blueprint and not being on the planholders list may prevent you from being notified of issued addenda. Printed copies of addendum will be available as part of your bid package upon request by contacting Jackson Blueprint.
Addenda notifications are sent via email from the mail account of “notification@jaxblue.com” and could be flagged as spam by your company network firewall. To prevent not receiving timely notification of these addenda, please contact your company Information Technology Manager and ask that he “white list” the domain of jaxblue.com to prevent emails from being captured.
