INVITATION FOR BIDS
DOCUMENT 00 11 16
The Meridian Housing Authority (MHA) of Meridian, Mississippi will RE-BID and receive sealed competitive
bids for the YOUTH BUILD HOUSE-CFFP INITIATIVE located at 1426 12th Avenue (corner of 12th Avenue
and 15th Street), Meridian, MS; and designated as MHA Project # IFB 2022-09 RE-BID. The work will consist
of site preparation and house construction, including substructure, shell, interior, plumbing, HVAC, electrical,
appliances, stove, and refrigerator. The Contractor selected by the standard Bid Proposal process and
compliant with specification Bid Form 00-41-13 shall include in the bid process, trainee review from MHA site
canopy position provided by MHA and located on the east side of the building lot for observers.
Bids will be received until 2:00 PM local time on Thursday, November 9, 2023, at the Office of the Meridian
Housing Authority, Meridian, MS 39301, where at this time and place all bids will be publicly opened and read
aloud.
A Pre-Bid Conference will be held at 10:00 AM local time, Tuesday, October 31, 2023, at the MHA office 2425
E Street, Meridian, MS 39301. Attendance is recommended.

determine the project conditions.
Proposals to be submitted in duplicate on the form provided with the bidding documents and bids must be
accompanied by Security in form of a Certified Check or Bid Bond in the amount equal to at least 5% of the
amount of the base bid, such security to be forfeited as liquidated damages, not penalty, by any bidder who fails
to carry out the terms of the base bid, execute Contract and post-Performance & Payment Bond as required
with the time specified. Liquidated Damages to be $300.00 each day that expires after the time specified by the
contractor from the Notice to Proceed date to Substantial Completion. The Bid may not be withdrawn after the
opening of bids for a period of Sixty (60) days.
Bidders must hold a Certificate of Responsibility to comply with Sections 31-3-1 through 31-3-23 Mississippi
Code of 1972 and amendments thereto and be licensed by the Mississippi State Tax Commission. As per
Section 31-3-21, all bids submitted for public projects where said bid is in excess of $50,000 shall contain on the
outside of the envelope the “contractor’s current certificate of responsibility number”. No bid shall be opened
unless such certificate number appears on the envelope or unless there appears a statement on the outside of the
envelope to the effect that bid enclosed therewith did not exceed $50,000. The Certificate of Responsibility
Number and Statement as thus noted; the bid number MHA Project IFB 2022-09 RE-BID and address must be
clearly indicated on the outside of the Envelope or said bid will not be opened and/or considered.
Owner reserves the right to reject any or all bids and to waive informalities. Attention is directed to provisions
for Equal Employment Opportunity and payment of not less than the wages reproduced in the wage rate scale
provided in the Specification Documents.

Shipping, if required, is added to any order based on method selected. Out-of-State orders will not be charged sales tax. In-state orders will be charged 8.0% sales tax.

ADDENDUM DISTRIBUTION
Existing planholders will be notified by email upon the release of any addendum. Failure to order bid sets through Jackson Blueprint and not being on the planholders list may prevent you from
being notified of issued addenda. Printed copies of addendum will be available as part of your bid package upon request by contacting Jackson Blueprint.
Addenda notifications are sent via email from the mail account of “notification@jaxblue.com” and could be flagged as spam by your company network firewall. To prevent not receiving timely notification of these addenda, please contact your company Information Technology Manager and ask that he “white list” the domain of jaxblue.com to prevent emails from being captured.
