City of Pearl Southeast Sanitary Sewer Improvements

The project seeks to construct new gravity sewer along portions of Highway 475 and Old Whitfield Road in Pearl, MS. The work consists of approximately 7,000 linear feet of 8-inch gravity sewer, 205 linear feet of 12-inch gravity sewer, and 31 manholes.

Public Notes:
Sealed bids will be received by the City of Pearl, MS until 10:00 a.m.. local time, on the 3rd day of May, 2022 for the
Southeast Sanitary Sewer Improvements Project. A mandatory pre-bid meeting will be held on April 20th , 2022,
This project is covered by HUD Section 3 requirements as set forth in 24 CFR 75 of the federal regulations. In order
to comply with these requirements, Section 3 Business Concerns are solicited to bid on this contract as prime
contractors and are encouraged to make inquiries regarding potential subcontracting opportunities to Section 3
Business Concerns. Preference may be given to a certified Section 3 Business located near the project area as
noted in the Section 3 Clause of these specifications.

The Town hereby notifies all Bidders that it will affirmatively insure that in any contract entered into pursuant to this
notice, disadvantaged, and women's business enterprises will be afforded the full opportunity to submit bids in
response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in
consideration for an award.

Bidders must be qualified under Mississippi State Law and show a Certificate of Responsibility issued by the
Mississippi State Board of Public Contractors.

Bids will be accepted at the City of Pearl, City Hall until May 3rd, 2022, 10:00 a.m., local time, at which time they
will be opened and read aloud. Bids shall be submitted to City of Pearl, Office of the City Clerk, 2420 Old Brandon
Road, Pearl, MS 39208; phone (601) 932-3518 or shall be submitted online at www.centralbidding.com prior to the
hour and date above designated. Bids shall be submitted in duplicate and sealed. All bids shall be clearly marked
“Southeast Sanitary Sewer Improvements” with the date and time of the bid opening on the outside of the sealed
envelope. Each bidder shall write his Certificate of Responsibility number and Mississippi License number on the
outside of the sealed envelope containing his bid.

Each bid shall be accompanied by a Certified Check on a solvent bank or a Bidder’s Bond issued by a Surety
Company licensed to operate in the State of Mississippi, in the amount of five percent of his bid, payable to the City
of Pearl as bid security. The successful Bidder will be required to execute a Performance Bond and a Payment Bond,
each in the amount of 100 percent of the Contract, issued by a Surety company licensed to operate in the State of
Mississippi. Bidders shall submit a current financial statement if requested by the City. Attorneys-in-fact who sign
Payment Bonds must file with each bond a certified and effective dated copy of their Power of Attorney.

No Bidder may withdraw his bid for a period of sixty (60) days after date of actual bid opening, without Owner’s
consent.

Purchase of entire printed bid set includes all plans and specifications, including any addendas released at time of order. Planholders will be notified by email when future addendums are issued
and it will be the responsibility of each bid set holder to either download the addenda from the website, or contact Jackson Blueprint to place an order for a printed copy of the addenda.
Shipping, if required, is added to any order based on method selected. Out-of-State orders will not be charged sales tax. In-state orders will be charged 8.0% sales tax.

Online orders are fulfilled within 1-2 business days. Credit card authorization and verification must be received prior to processing. All sales are final.

ADDENDUM DISTRIBUTION

Existing planholders will be notified by email upon the release of any addendum. Failure to order bid sets through Jackson Blueprint and not being on the planholders list may prevent you from
being notified of issued addenda. Printed copies of addendum will be available as part of your bid package upon request by contacting Jackson Blueprint.

Addenda notifications are sent via email from the mail account of “notification@jaxblue.com” and could be flagged as spam by your company network firewall. To prevent not receiving timely notification of these addenda, please contact your company Information Technology Manager and ask that he “white list” the domain of jaxblue.com to prevent emails from being captured.
