CDBG Sanitary Sewer Improvements

In general, the project consists of CCTV (Closed Circuit television) inspection and cleaning of approximately 5,100 linear feet of 8"-10" sanitary sewer lines in locations as identified in the Construction Plans, the installation of approximately 5,100 linear feet of CIPP (Cured-in-Place Pipe) Liner, approximately 250 linear feet of new 8" sanitary sewer main installation, the rehabilitation of existing manholes, 8" sanitary sewer line point repairs, and street repair as required.

Attendance at the pre-bid conference is highly encouraged but is not mandatory. Representatives of Owner and Engineer will be present to discuss the Project. Bidders are encouraged to attend and participate in the conference. Engineer will transmit to all prospective Bidders of record such Addenda as Engineer considers necessary in response to questions arising at the conference. ADVERTISEMENT FOR BIDS

Sealed Bids for the construction of the CDBG Sanitary Sewer Improvements Project No. 1137-20-131
-PF-01
will be received by the Mayor and Board Members of the Town of Brooksville, at the offices of
Town Hall located at 13826 East Main Street, P.O. Box 256 Brooksville, MS 39739 until March 15, 2022
at 2:00 p.m.,
at which time the Bids received will be publicly opened and read. The Project consists of
CCTV (Closed Circuit television) inspection and cleaning of the sewer lines, the installation of CIPP
(Cured-in-Place Pipe) Liner for existing 8” sewer lines in locations as identified in the Construction Plans,
the rehabilitation of existing manholes, sanitary sewer line point repairs and street repair as required.

A Bid Proposal shall be submitted for items of work with additive and/or deductive alternate bid items
as indicated in the Bid Form.

The Issuing Office for the Bidding Documents is: Crown Engineering, PLLC 5269 Keele Street Suite C,
Jackson, MS 39110.
Prospective Bidders may examine the Bidding Documents at the Issuing Office on
Mondays through Fridays during regular business hours, and may obtain copies of the Bidding
Documents from the Issuing Office as described below.

Printed copies of the Bidding Documents may be obtained from the Issuing Office, during the hours
indicated above, upon payment of a non-refundable deposit of $150.00 for each set. Checks for Bidding
Documents shall be payable to Crown Engineering, PLLC. Upon request and receipt of the document
deposit indicated above plus a non-refundable shipping charge, the Issuing Office will transmit the
Bidding Documents via delivery service. The shipping charge amount will depend on the shipping
method selected by the prospective Bidder. The date that the Bidding Documents are transmitted by
the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets
of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be
responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from
sources other than the Issuing Office.

Proposals shall be submitted in triplicate, sealed and deposited with the Town Clerk prior to the hour
and date above designated. All proposals must be sealed and plainly marked on the outside of the
envelope: “Town of Brooksville CDBG Sanitary Sewer Improvements Project No. 1137-20-131-PF-01”.

Each Bidder shall have a Certificate of Responsibility to bid on contracts for public project in which the
bid price exceeds $50,000.00 as required by the laws of the State of Mississippi. Each Bidder shall show
on the outside of the envelope containing his bid, his current Certificate of Responsibility number, or if
applicable, a statement certifying that the bid enclosed does not exceed $50,000.00 for a public project,
his name, and the name of the contract for which the bid is submitted.

Failure to show these items on the outside of the envelope containing the bid will result in the bid being
returned to the Bidder unopened. No Bidder may withdraw his bid for a period of sixty (60) days after
the actual opening, without the Owner's consent.

The successful Bidder shall furnish a Performance Bond and Payment Bond each in the amount of one
hundred percent (100%) of the contract amount awarded. Attorneys-in-fact who sign Bid Bonds or
Payment Bonds and Performance Bonds must file with each bond a certified, effective, and dated copy
of their power of attorney.

This project is funded through a grant from the Mississippi Community Development Block Grant
Program and is a Section 3 covered activity as defined by the Housing and Urban Development Act of
1968 (12 U.S.C. 1701u) (section 3). Contractors and subcontractors are encouraged to provide, to the
greatest extent feasible, training, employment, and contracting, opportunities generated by the
expenditure of this assistance to low-and very low-income persons and business concerns owned by
low-and very low-income persons, or which employ low-and very low-income persons. Preference can
be given to businesses that comply with Section 3.

The successful Bidder must comply with the Davis-Bacon Act which requires that all laborers and
mechanics shall be paid at rates not less than those determined by the Department of Labor to be
prevailing for the locality in which the project is located.

The Town of Brooksville, Mississippi reserves the right to reject any or all bids received, to waive any
informalities or irregularities in the bids received, and to accept any bid which is deeded most favorable
to the Town.

ADDENDUM DISTRIBUTION

Existing planholders will be notified by email upon the release of any addendum. Failure to order bid sets through Jackson Blueprint and not being on the planholders list may prevent you from being notified of issued addenda. Printed copies of addendum will be available as part of your bid package upon request by contacting Jackson Blueprint.
