Sealed and Electronic Bids for construction of the Parking Lot Improvements South of the Proposed
Mississippi Center for Innovation and Tech Transfer (MCITT) MS# 50845 (Old MS Hardware
Building at 1622 Washington Street), together with all appurtenances, will be received by the Mayor
and Board of Aldermen of the City of Vicksburg, Mississippi, at the Office of the City Clerk, 1401
Walnut Street, Vicksburg, MS, until 9:00:00 A.M., local time, on the 8th day of March, 2019 for
electronic bids and 9:00:00 A.M., local time, on the 8th day of March, 2019 for sealed bids, and will
be publicly opened and read aloud at the meeting of the Board of Mayor and Aldermen at 10:00 a.m.,
March 8, 2019 in the Robert M. Walker Building at 1415 Walnut Street, Vicksburg, MS.
Bidders are cautioned that the City Clerk does not receive the daily U.S. Mail on or before
9:00a.m. Proposals will be time-stamped upon receipt according to the City Clerk’s time clock

Complete printed sets of the bid documents which also include an electronic download may be
ordered at the Jackson Blueprint Online Plan Room website: http://planroom.jaxblue.com for a
non-refundable deposit of $100. Deposit checks are to be made payable to Pickering Firm, Inc.
and shall be mailed or hand delivered to Pickering Firm, 2001 Airport Road, Suite 201, Flowood
MS, 39232. All plan holders are required to have a valid email address for registration. For any
questions regarding website registration and orders for printed sets, please call Jackson Blueprint
& Supply at 601-353-5803.
At the bidders option, in lieu of submitting a physical sealed bid, Official Bid Documents may be
downloaded, and electronic bids may be submitted at www.centralbidding.com. Electronic bids
are due the same time and date as sealed bids. For any questions related to the electronic bidding
process, please call Central Bidding at 225-810-4814. Contractors can register with central
bidding as a vendor and download plans for $49.99 without being a member. When
construction bids are submitted electronically, the requirement for including a certificate of
responsibility, or a statement that the bid enclosed does not exceed fifty thousand dollars
($50,000) on the exterior of the bid envelope as indicated in Section 31-3-21(1) and (2) of
Mississippi State law shall be deemed in compliance with by including same as an attachment
with the electronic bid submittal.

Bid Preparation will be in accordance with Instructions to Bidders found in the project manual.
No Bidder may withdraw his Bid within Sixty (60) days after the actual date of the opening
thereof. The successful Bidder must provide both a Performance Bond and a Payment Bond
(each in the amount of one hundred percent [100%] of the Contract) upon execution of the
Contract. The Contract Time is one hundred and fifty (150) consecutive calendar days with a
liquidated damages provision of Five-Hundred Dollars ($500.00) per calendar day thereafter.

Deposits are non- refundable.
Payment must only be made using a deposit check and cannot be paid for with a credit card.
Documents will be delivered/shipped only upon receipt of check; expedite process by sending an electronic copy of deposit check to Email: pjoiner@pickeringfirm.com Orders will be delivered/shipped within 1-2 business days of deposit receipt.
Deposit does not include shipping. UPS Ground Shipping is an additional $21.60 payable to Jackson Blueprint and Supply.

furnish your own UPS or FedEx account number. Plans may be picked up at Jackson Blueprint to avoid shipping
charges.
Deposits are required from all bidders.
ADDENDUM DISTRIBUTION
Existing planholders will be notified by email upon the release of any addendum. Failure to order bid sets through Jackson Blueprint and not being on the planholders list may prevent you from being notified of issued addenda. Printed copies of addendum will be available as part of your bid package upon request by contacting Jackson Blueprint.
Addenda notifications are sent via email from the mail account of “notification@jaxblue.com” and could be flagged as spam by your company network firewall. To prevent not receiving timely notification of these addenda, please contact your company Information Technology Manager and ask that he “white list” the domain of jaxblue.com to prevent emails from being captured.
