Sealed bids for Emilia Resources New Metal Building Construction will be received by the Board of
Supervisors of Kemper County, Mississippi at the Kemper County Courthouse in DeKalb, Mississippi
until 11:00 a.m., Friday, December 14, 2018 and shortly thereafter publicly opened and read aloud.
Scope of work includes approximately 18,800 sq. ft. of new warehouse space and approximately 2,000
sq. ft. of attached office space. Warehouse will be a pre-engineered metal building with standing-seam
roof, metal siding, over-head doors, HVAC, electrical and sprinkler systems included. Office space will
be metal stud construction with standing-seam metal roof, gypsum board painted walls, HVAC,
plumbing and electrical systems included. Site work will include demolition of existing pavement and
truck dock; new recessed truck dock; new concrete and asphalt paving; utility connections and minor
site grading.
BASIS OF AWARD:
The award, if made, will be made in the best interest of the county to the lowest qualified bidder on the
basis of lump sum bid prices in the contract documents. The work to be done is generally as shown in
the plans and technical specifications. The Board of Supervisors hereby notifies all bidders that it will
affirmatively insure that in any contract entered into pursuant to this advertisement all minority business
enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be
discriminated against on the grounds of race, color, or national origin in consideration for an award.
Printed sets, which also include a digital download, are available upon payment of $100.00 for each set which
is non-refundable. Deposit checks shall be mailed directly to Engineering Plus, Inc., 1724B 23rd
Avenue, Meridian, MS 39301. Only registered Plan Holders may bid as general contractor.
Certified check or bid bond for five (5%) percent of the total bid, made payable to Lauderdale County,
Mississippi, must accompany each proposal. Bidders are hereby notified that any proposal accompanied
by letters qualifying in any manner the condition under which the proposal is tendered will be
considered an irregular bid and such proposal will not be considered in making the award. The Board of
Supervisors reserved the right to accept or reject any and/or all bids to waive informalities.

Contract documents will not be delivered/shipped until receipt of deposit check. Orders will be delivered/shipped within 1-2 business days from time of deposit check received.
Order will include any existing addendas that have been issued. Addendums will be distributed to all planholders as they are released by COMPANY.
ADDENDUM DISTRIBUTION
Existing planholders will be notified by email upon the release of any addendum. Failure to order bid sets through Jackson Blueprint and not being on the planholders list may prevent you from being notified of issued addenda. Printed copies of addendum will be available as part of your bid package upon request by contacting Jackson Blueprint.
Addenda notifications are sent via email from the mail account of “notification@jaxblue.com” and could be flagged as spam by your company network firewall. To prevent not receiving timely notification of these addenda, please contact your company Information Technology Manager and ask that he “white list” the domain of jaxblue.com to prevent emails from being captured.
